The city emblem was adopted on Jan 1st 2006 but there is no flag law. The
white flag has a green and a blue two color city emblem in the center. The city
emblem is a stylized hiragana じ Jo of Joso. It represents an image of the city
harmonized with nature and an abundant nature, a fertile land, fresh streams, a
vigorous future and spiritually affluent life.

The design is based on the kanji characters for “water” and “sea”水海; the wings symbolize the city's development, while the crests of the waves represent the city's upward trajectory.
