The city emblem was adopted on Nov 3rd 1960 but there is no flag law.
The blue flag has a yellow city emblem in the center.
The city emblem is a stylized hiragana ひ Hi of Hogashine.
The large and the smaller two circles symbolize a peace, a collaboration,an unity,
a repletion of the contents and a vigor.
