I found three variants of flag of the city of Odate. Blue, white and purple.

The city emblem was adopted on Jul 1st 1954 by Notice No 1 but there is no
flag law. The dark blue flag has a white city emblem in the center. The city
emblem is a stylized kanji 大 O of Odate in a form of wings. The shield
symbolizes a growing homeland. It represents an exponential development.
Odate city general affairs section says they use only a dark blue flag at the
city hall.

from 2005, part of the city of Odate.

The character ひ “hi” in hiragana is stylized to resemble a chicken, while the circular shape symbolizes the harmony among the townspeople.
