The city emblem was adopted on Mar 21st 2006 but there is no flag law.
The white flag has a green, a blue and a light blue three color city emblem in the center.
The city emblem is stylized hiragana のしろ Noshiro.
It depicts the wave of Japan Sea and a row of mountains of Shirakami.
it represents an image of the environmental city blessed with nice waters and greens
which makes a leap forward to the bright future.

The flag of the former town of Futatsui was yellow with mark. The town is
now, from 2006, part of the city of Noshiro.

The design is based on the kanji character for “two” (二); the sharp angles represent the town’s development and future, while the circular shape symbolizes the harmony among its residents.
