The flag of the city of Ishinomaki is already reported, but for me flag is more purple than blue. Do you agree?

I checked Ishinomaki city flag law adopted on Apr 1st 2005 by city Notice No 1. The law says the flag has a purple color (not blue) with a white city emblem in the center. The flag proportion is 2:3. The diameter of the emblem is 3/5 the height of the flag. So your image is acceptable and to be updated.

Thanks to Mr. Kariyasu, I corrected its flag.
