The national public broadcaster, the NHK. The flag is a logo on a white background, as shown by a photo
on Flickr taken by a travel companion.
I believe this was taken at the NHK Headquarters in Shibuya, Tokyo, Japan. NHK stands for Nippon Hōsō Kyōkai,
which translates to Japan Broadcasting Corporation. The logo can be seen at

The logo at Wikipedia page has
the "eggs" in rainbow hues; I wonder if they are so on the flag as well?
I was unclear - I could see that in the photo. What I meant was that the photo
was too far away to see if the eggs are black - like in the logo you linked to -
or rainbow-colored, like the Wikipedia logo.
