This flag is used the by the Greek communities and associations in Sicily,
especially in Messina. Messina is home to a Greek minority, which arrived from
the Peloponnese between 1533-34 when fleeing from the Ottomans. They were
officially recognised in 2012. It has actual background in Italy, especially on
Sicily.
