That is the flag of the מִשְׂרַד הַבִּטָּחוֹן (English: Ministry of Security,
referred to as as Ministry of Defense). It portrays the logo (a somewhat similar
design resembling a defensive wall, in the same shape as a Menorah, with the
central tip resembling a double-edged sword) in dark blue, with the inscription
in Hebrew below.
