This Regional Council had an official emblem that was published in 1958 (which means that it already exists when the first symbols act was published same year).   I saw this emblem in use at least in 2006.
Anyhow, it seems that they decided to "update" their emblem.
The Minster of the Interior notify his intention to give a protection decree to the new emblem on 3 January 2008 (Published on YP 5770 p. 1694 on 27 January 2008) and issued the decree 11 May 2008 (Published on YP 5829 p. 3848 on 7 july 2008).
I expect that the new emblem will appear also on yellow flag.
