Arms in the center of flag.

Town Hall sent me the text of new regulations No. 22/2009 (on
line version is old from 1992), and a photo of the real flag. It
exists only in one copy in Town Hall. Regulations were modified
in September of 2009. Dimension is changed into 1:2, and text was
clarified regarding to positions of black and white triangles.
