I have seen these flags in October in Budapest and took some
photos. I have seen Budapest XIII. flag with and without
wolfteeth. The blue is darker and the the inscription is grey and
not white as in Jens Pattke image.

The correct name of the district is Budapest XIII. It has got
more parts, one of them is Újlipótváros (on the bank of the
Danube). The common name of the district is Angyalföld (means
Angel's Field).
