The municipality of Štitar (2,608 inhabitants in 2011) is located a few km east of Županja. The municipality was formed in 2006 by separation from the Town ofŽupanja.

The symbols of Štitar are prescribed by Decision Odluka (o opisu grba i zastave Općine Štitar), adopted on 12 November 2007 by the Municipality Assembly and published on 20 December 2007 in the County official gazette Službeni vjesnik Vukovarsko-srijemske županije, No. 16.
The symbols were approved by the central administration in 2008.
Decision Odluka o uporabi grba i zastave Općine Štitar, adopted on 20 December 2007 and published on 21 December 2007 in Službeni vjesnik Vukovarsko-srijemske županije, No. 17, regulates the use of the symbols.
The symbols are described in the Municipality Statutes Statut Općine Štitar, adopted on 23 July 2009 and published on 24 September 2009 in Službeni vjesnik Vukovarsko-srijemske županije, No. 14 (text).
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is prescribed in Article 6 of the Statutes as in proportions 1:2, [light] blue with the coat of arms, bordered yellow, in the middle.

The coat of arms is described in Article 5 of the Statutes as "in
silver/white on a red shield standing a brown hawk armed
golden/yellow".
There are no records of historical symbols of Štitar in archives and the relevant literature does not include any historical coat of arms either. Therefore, the municipality designed its own symbol, "as the historical coat of arms". The idea for the arms is credited to Mayor Marko Bikić.
The shield (Croatian, štit) recalls the name of the municipality, although there is no evidence of such an etymology. The hawk is said to be the symbol of nature, cleanness, Slavonia, also found in the name of the hunting association Sokol in Štitar, and also claimed to be the swiftest living creature on the earth.
