It seems that this city has changed to a new Coat of arms and flag, San Marcos, Department San Marcos. The flag has changed to vertical stripes with the new coat of arms, attaching also a picture of the flag

New Coat of arms and flag San Marcos , Department San Marcos. Mystery solved, discard the other email for the city of San Marcos
The city of San Marcos uses the same coat of arms as the department but adds the name of the municipality under it, I am attaching the image, For the flag they use a vertical striped flag with the head of the Lyon only and the name of the city around it.
