Horning Sailing Club, Norfolk, established 1937
The shield depicts the two crowns of the kings of East Anglia flanking a bishop's staff with the hand of God descending from a cloud to bless the staff's owner (the arms of the abbot of St Benet's at Holme).

I've now found a website for the club itself:
https://www.horning-sailing.club. 
They tell us that in 1910 the Horning Town Sailing Club was formed, with its 
Headquarters at the Swan Hotel, Horning. (I've seen a flag to go with that, and 
it's probably a Swan.) In 1938 the clubs of the Broads merged to form the 
Norfolk Broads Yacht Club. That same year, some people created the Horning 
Sailing Club, probably mostly motivated by ideas of being able to run a club 
better that way. That stubbornness has seen the club through till at least 2022.
