No background information seems to be available on Edmond Châtel. An Edmond Châtel was General Councillor of the Department of Seine- Inférieure (today Seine-Maritime) in 1925, and might have been a shipowner in Rouen, Le Havre, Dieppe, Fécamp or Le Tréport.
