During my trip to Kosrae, the only town hall that had a flag up was Lelu. Most of the towns are very rustic with minimal infrastructure, and probably look like a random collection of dilapidated buildings to most people.
Flag:
Royal blue field.
UN-style Kelly green olive branches, with 6
leafs on each side, not counting the top leaf, and crossed branches at bottom. A
white spouting whale, taken from the town seal, is in the center. Across the top
is an arc of 6 5-pointed white stars.
