In the paper of Michel R. Lupant "From the Trust Territory of Pacific to the Federated States of Micronesia" presented in the 24th International Congress of Vexillology, Alexandria, Virginia, USA, 2011 [lup11]:

among other there's the flag of Moch Municipality, Chuuk State, FSM in pages 717-18 of the proceedings (pages 27-28 of the pdf).

The flag flying differs from the flag presented in Lupant's paper having in the fly flower-like "stars" (maybe something heraldic) and not 5-pointed stars.
Then 3 days ago a photo from FB page of Chuuk's House of Representatives shows one of its members with a table flag: https://www.facebook.com/photo, a blue flag with a seal.
