"M.A.F.F." stand for "Ministry of Agriculture, Fisheries and Forests".
M.A.F.F seems to have split into the Ministry of Primary Industries (including
the Department of Agriculture,
http://www.agriculture.org.fj) and the Ministry of Fisheries and Forests (
http://www.fisheries.gov.fj ).
