Costa Gavras. Filmed in France and Algeria, the movie was set in an
unnamed state; its plot was a barely-fictionalized retelling of the
1963 assassination of a Greek politician, Grigoris Lambrakis.

The vehicles of high officials in the film display a car flag: blue with four small light-colored objects (stars?) arranged in a cross-shape. On the obverse only, another charge appears to be added in the center of the cross, a larger but less solid squiggle. (A CoA, monogram, or a French "RF"?)
I don't know if the flags were newly-made props, or real French or
Algerian car flags conscripted by the filmmakers.
Checking the French and Algerian pages,
I could find no similar positional or service flags.

This screenshot from
the movie shows a flag with four stars on blue. Since the (apparently) fictional unnamed
country is based on Greece in all but name, without doubt it's a
reference to the Greek Cross.
