Wing Commander (1999) is a movie adaptation of a series of Fighter-sim videogame of the same name.

The flag of the Terran Confederation (the primary government of human-colonized space) appears at the very beginning of the movie, however it does so in the context of a sepia-toned historical montage, so the actual colors are uncertain. A greyscale image was shown on Wikipedia. [Coloured alternative]
I'm not sure of the intended symbolism of the ten stars – it wouldn't
seem to be a organizational thing, as — according to the Wikipedia
article — the Confederation is divided into only 8 sectors.
