"Su Excelencia" ("Your Excellency") is a 1966 Mexican film starring
comedian Mario Moreno (a.k.a. Cantinflas). The movie was a satiric
take on Cold War intrigue; the Communist and Capitalist blocs decide
to hold a vote to dectermine control of the world, and a small,
fictional Latin American nation, the Republica de los Cocos, emerges
as the tie-breaker.
The setting was the Cocos embassy to the communist-block state of
Pepeslavia.

I have just used the film title in an image search and some nice
pictures with flags (posters and/or video covers) turned up.

I searched beforehand too -- I think there were two versions of the
poster, both wih Moreno at a podium with some flags behind him; they
all seemed to be made-up ones, or at least unidentifiable.
The movie's climax, meanwhile, takes place at an international summit,
in a large auditorium displaying a great many actual national flags.

The Republic of the Cocos is a Latin American country,
somewhat unstable (early in the movie, there are three coups d'etat in
the course of one state dinner). The flag is horizontally 5-striped green/white,
with an oval emblem in the center, depicting a coconut palm against a
blue sky. Appears at the Cocos embassy.

Pepeslavia is a major communist-block power; location not
specified, but given the Slavic character of the name of the state and
of its leading politicians, and the fact that they can in one scene
be overheard speaking Russian, Europe would likely be a good guess.)
Flag is dark green, with thin gold bands at the top and bottom and
three white stars in the center. Appears at a formal ball given by the
regime.
