The European Union heart-flag (presentation; photo), with the the stars arranged in a heart pattern, was designed in 2007 by Jacques de Selliers, also the designer of the
Belgian heart flag, once commonly seen in Belgium, and of other heart
flags whose actual use has yet to be documented.
Accordingly, the flag predates Brexit and is not specifically related to it. A photo of the anti-Brexit march organized in London in September 2016 shows demonstrators waving European Union flags and posters featuring the heart pattern (but no flags).
