The flag of the Maritime Province of Ceuta is blue with three ascending diagonal stripes.
The flag was granted on 8 May 1914. Two years earlier, Melilla had been granted a swallow-tailed flag, like the colonial provinces, but Ceuta was granted a rectangular flag, as any other province in Spain. To me this is significant. It seems that it was around this time when Spanish authorities definitely considered Ceuta and Melilla as part of Spain, even when being in Africa, like the Canary Islands.
