This is the flag of Tarragona City. The wavy lines mean the Meditteranean sea, on which Tarragona lies.

Last weekend, 2005.03.04-07, I was in Mataró town, Maresme county, Barcelona province, Catalonia, Spain. I saw, just north of Tarragona train station, a Catalonian flag with wavy stripes! I'm almost sure it was not an optical illusion from regular stripes on a fluttering flag!
