Indeed this village is situated in the Alt Empordá district of the province of Girona, Catalonia: http://www.apite.com/images/girona.pdf [PDF]. SE of district (it isn't mentioned, but the empty space to the right of Girona province is really the Mediterranean – why, I narrowly missed this place in the 'eighties!). As far as I can tell, the flag is green with a white wavy horizontal stripe and a yellow vertical stripe in prominence.
Compare the municipal arms on Ralf Hartemink's site where we find the same elements, only on the flag the tower has been rendered in an abstract way.
