The Governor of Qina is also Governor of Luxor and both governorates had the same flag at the time.
Johnny Andersson, 23 February 2007

Description of the flag

Flag of the governorate, with description from the governorate website. Image reconstructed, based on the emblem of the governorate: "Qena's flag is white with a government emblem that refers to the Nile and big agricultural land, the gate of Dandara's temple refers to the ancient Egyptian civilization and to modern tourism."
Johnny Andersson, 23 February 2007

Aspect ratio of the flags: 2: 3
The coat of arms was placed on a white field to make a new governorate flag, adopted in 2016.

There is also a variant of the modern flag in which the coat of arms is completely green.

The Governor of Qina is also Governor of Luxor and both governorates have (had?) the same flag.

I have a video film of the Qena Governorate flag taken in situ in 2003. It has some variations but is similar to this one on Fotw (with or without the figure, and minor differences in the monument). Luxor was separated administratively from Qena and adopted its flag own before 2003. It is a very complicated design.
Jaume Ollé, 23 February 2007

The flag from March 4th, 2006 shows an ancient Egyptian gate, inside the figure of an ancient Egyptian, as an indication of the long past of this region on the Nile.

The figure of the Egyptian was removed from the flag of March 19, 2013 and the gate was redesigned.

In 2014 a coat of arms was adopted which, in addition to the reference to the past - ancient Egyptian temples - also refers to the present and the geographical location - cogwheel for industry, waves for the Nile.
