the center of local education. Land with hills under the cock
refers to the location and surface of Põlva. Blue flowers refer
to the growing of flax. Two flowers refer to two parts of Põlva.
Colors of flag refer to the growing of flax. Green is shaft of
flax, blue is flower and white is linen cloth.
