The Flaggenbuch (1939-41) [neu92] section dedicated to Ecuador show it for generals, charges d'affaires, and province governors. Colonels, general-consuls, consuls and vice-consuls had the same flag, but triangular.

According to Album 2000 [pay00] - Chief of Armed Forces Joint Staff (2:3) - Blue flag with four white stars, one in each corner and two cabled anchors in slatire. This flag might be of a newer date, as probably the function is also rather new. I have not found it in other sources.

Commander General of the Navy

According to Album 2000 [pay00] - Commander General of the Navy (2:3) - Blue with four white stars, one in each corner and a cabled anchor (vertically) in the middle.This might also be of newer date, not found in other sources. In [pie90] (i.e. Album 1995) has this flag without anchor (so, equal to Admiral flag at National Geographic (1917)).
