Universidad Técnica de Machala (UTMACH) was established by Decree-Law No. 4,
adopted on 14 April 1969 by the National Congress and published on 18 April 1969
in the Ecuadorian official gazette, No. 161. The organization of the university
was commissioned to the House of Culture of El Oro, presided by Diego Minuche
Garrido, with the support of the Academic Coordination Commission of the
National Council of Superior Education.
UTMACH was inaugurated on 23 July 1969 by the President of the Republic, José
María Velasco Ibarra (1893-1979; in office, 1934-1935, 1944-1947, 1952-1956,
1960-1961, and 1968-1972), during an official visit to El Oro Province.
Practical organization of UTMACH was initiated on 14 February 1970 by the
University Assembly; Galo Acosta Hidalgo was elected Vice Rector, as a temporary
Rector. Manuel Zúñiga Mascote was elected the first Rector on 20 March 1972.
UTMACH is composed of 5 Faculties: Social Sciences, Chemistry, Civil Engineering,
Business, and Agronomy.

The seal of UTMACH features on a celestial blue background a hand with broken
handcuffs, raising from an open book and holding a green wheat spike. The
traditional representation of an atom, with black orbits and red electrons, is
superimposed to the hand.
The book is inscribed with "UNIVERSITAS MAGISTRORUM ET SCHOLARIUM" in black
letters. The seal's white border is inscribed with the full name of the
university, in red capital letters, and the foundation year, "1.969") in black.

"Universitas magistrorum and scholarium", Latin for "Corporation of Professors
and Students", was coined by Cardinal Robert de Courçon, Legate of Pope Innocent
III (1198-1216) and redactor of the Statutes of the Paris University (Universitas
magistrorom and scholarium parisiensis"), dated 1215.
