The parish of Pablo Arenas (2,045 inhabitants) is located in Urcuquí canton
(Imbabura province). Pedro Arenas is known as the "Balcony of Imamura", a
nickname credited either to the poet Lázaro Ruiz or the politician Gómez Jurado.
The parish was proclaimed a State Cultural Heritage by Ministerial Agreement No.
132 of 24 July 2010.
Pablo Arenas was originally known as Cruzcacho, first settled in 1750-1800; the
name of the village might be related to a cross ("cruz") planted uphill by
Capuchine missionaries. In 1916, the place was renamed El Carmelo, following the
erection of a chapel dedicated to Our Lady of the Carmel, blessed by His Grace
Ulpiano María Pérez y Quiñones (1863-1918), Bishop of Ibarra (1907- 1916) and of
Bolivar (1916 -1918).
The parish of Pablo Arenas was established on 28 March 1923 and named for Pablo
Arenas (1768-1809), a colonel in the patriot army who was arrested after the
failure of the uprising and died in jail.

The flag of Pedro Arenas, designed by Lázaro Ruiz, in partnership with the
Committee of the 12th Maize Festival, Inés Galarraga, and Julio Vivero, is
horizontally divided golden yellow-sugarcane green, with a white triangle placed
along the hoist.
The yellow stripe symbolizes the resources and the splendour of the crops at
harvest. The green stripe reflects hope and springtime joy. The white triangle
is a symbol of unity and of white clothes, symbol of peace, faith, and triumph.
