The parish of Bilbao, located in the north of Penipe canton (Chimborazo
province), in the valley of Chambo, was established on 12 July 1995 (Official
Register No. 736). The eruption of volcano Tungurahua (5,023 m) on 5 October
1999 caused the evacuation of 25,000 people living nearby, the parish of
Bilbao included. The volcano has been active since then, with an increase since
2011. The ashes released by the volcano settled down on arable land and make it
improper to cultivation for years.

The flag of Bilbao is horizontally divided green-yellow-white (2:1:1). Green
is a symbol of natural environment, flora, aspiration to a better future,
and love for the land and its products. Yellow is a symbol of agricultural
production. White is a symbol of purity and peace.
