The parish of Jacinto Jijón y Caamaño is part of Mira canton (Carchi
province).
The parish of Jacinto Jijón y Caamaño was established by Decree No. 1,257 of 16
November 1957. The village of Rio Blanco, then part of the parish of El Goaltal,
was upgraded to a parish and named for the historian and archeologist Jacinto
Jijón y Caamaño (1890-1950), who coined the term "Manteño civilization" to
designate the last pre-Columbian civilization in today's Ecuador. He was also
Mayor of Quito from 1946 to 1948. The parish of of Jacinto Jijón y Caamaño was
transferred to the newly created canton of Mira by Decree No. 47 of 7 August
1980.

The symbols of of Jacinto Jijón y Caamaño are prescribed by a Cantonal
Ordinance adopted on 4 March 2009. The flag is described as
"yellow-white-green"; those colours are most probably arranged horizontally.
The colours represent the beauty of the parish:
- yellow represents the resources of the fields, the climate and the production.
- white represents the purity of the sources and rivers, and the people's
spirituality.
- green represents the mountains, the green pastures and the abundance of the
fauna and flora.
