§ 15
Die vorläufige Reichsmarine führt bis zur endgültigen Regelung die völkerrechtlich anerkannte Kriegsflagge und die Kommandozeichen der bisherigen Marine.

The provisional Imperial Navy uses, until the final regulation, the internationally acknowledged war ensign and the command signs of the previous navy.

Decree on the Presidential and War Minister Flags and the War Ensign and Jack of 27th September 1919

Erlaß über die Flagge des Reichspräsidenten, Flagge des Reichswehrministers und neue Reichskriegsflagge nebst Gösch, vom 27. September 1919 (Marineverordnungsblatt 1919, S. 463)

Auf Grund der vorgelegten Zeichnungen genehmige ich:

  1. Die Flagge des Reichspräsidenten in den Reichsfarben mit dem neuen Reichsadler in der Mitte auf einem rechteckigen, goldenen, weißumränderten Schild,
  2. die Flagge des Reichswehrministers in den Reichsfarben mit dem Eisernen Kreuz in der Mitte,
  3. die Reichskriegsflagge nach dem bisherigen Muster mit folgenden Abweichungen: in der Mitte der neue Reichsadler, in der inneren oberen Ecke die Reichsfarben mit dem Eisernen Kreuz,
  4. die Gösch nach dem bisherigen Muster unter Hinzufügung der Reichsfarben in der inneren oberen Ecke.
Die unter 1 und 2 aufgeführten Flaggen sind unter die Kommandozeichen der Flaggen- und Salutordnung einzureihen.

Decree on the flag of the Imperial President, flag of the Imperial War Minister and new imperial war ensign including jack, of 27 September 1919 (Naval Official Gazette 1919, p. 463)

On the basis of the submitted drawings I authorize:

  1. The flag of the Imperial President in the imperial colours with the new impeial eagle in the center on a rectangular, golden shield fimbriated white,
  2. the flag of the Imperial War Minister in the imperial colours with the Iron Cross in the center,
  3. the imperial war ensign after the previous pattern with the following differences: in the center the new imperial eagle, in the inner upper corner the imperial colours with the Iron Cross,
  4. the jack after the previous pattern with the addition of the imperial colours in the inner upper corner.
The flags mentioned under 1 and 2 are to be included in the command signs of the Flag and Salute Regulation.

Regulations of 15th October 1919 for the Implementation of the 27th September Decree

Ausführungsbestimmungen zum Erlaß vom 27. September 1919, vom 15. Oktober 1919 (Marineverordnungsblatt 1919, S. 463).

Vorstehender Erlaß wird zur Kenntnis der Marine mit nachstehenden Ausführungsbestimmungen gebracht:

  1. Die Abmessungen der Flaggen werden wie folgt festgesetzt:
    1. Flagge des Reichspräsidenten:
      Höhe (H) zur Länge (L) = 3:5.
      Höhe des mittleren goldenen Schildes = 1/2 H.
      Breite desselben = 1/4 L.
      Breite des weißen Randes um das Schild = 1/60 H.
    2. Flagge des Reichswehrministers:
      H:L = 3:5.
      Durchmesser des Eisernen Kreuzes = 2/3 H.
    3. Reichskriegsflagge:
      H:L = 3:5.
      Höhe des Feldes mit den Reichsfarben und dem Eisernen Kreuz = 3/8 H.
      Durchmesser des Eisernen Kreuzes = 2/7 H.
      Mittelpunkt des runden Feldes vom Mastliek = 5/7 H.
      Mittelpunkt von Ober- und Unterkante der Flagge = 1/2 H.
      Innerer Durchmesser des runden Feldes = 3/7 H.
      Äußere Breite des schwarz-weißen Streifens = 1/4 H = h.
      Breite des inneren schwarzen Streifens = 6/10 h.
      Breite des äußeren schwarzen Streifens = 1/10 h.
    4. d) Gösch: H:L = 3:5.
      Durchmesser des Eisernen Kreuzes = 2/3 H.
      Länge des Reichsfarbenfeldes in dem schwarzen Streifen = 1/3 L.

  2. Die Bestimmung über den Zeitpunkt der Einführung der neuen Reichskriegsflagge nebst Gösch bleibt vorbehalten. Bis dahin sind die bisherige Kriegsflagge und Gösch weiterzuführen.

The above decree is brought to the attention of the Navy with the following implementation regulations:

  1. The dimensions of the flags are prescribed as follows:
    1. Flag of the Imperial President:
      Height (H) to length (L) = 3:5.
      Height of the central golden shield = 1/2 H.
      Width of the same = 1/4 L.
      Width of the white fimbriation around the shield = 1/60 H.
    2. Flag of the Imperial War Minister:
      H:L = 3:5.
      Diameter of the Iron Cross = 2/3 H.
    3. Imperial war ensign:
      H:L = 3:5.
      Height of the field with the imperial colours and the Iron Cross = 3/8 H.
      Diameter of the Iron Cross = 2/7 H.
      Center of the round field from hoist = 5/7 H.
      Center from upper and lower edge of the flag = 1/2 H.
      Inner diameter of the round field = 3/7 H.
      Outer width of the black-white stripe = 1/4 H = h.

    4. Jack: H:L = 3:5.
      Diameter of the Iron Cross = 2/3 H.
      Length of the field with the imperial colours in the black stripe = 1/3 L.

  2. The determination of the time of introduction of the new imperial war ensign, including the jack, remains reserved. Until then the previous war ensign and jack are to be used.

Regulation on the Amendment of the Pilot Signal Regulation of 10th March 1922

Verordnung über die Abänderung der Lotsensignalordnung, vom 10. März 1922 (Reichsgesetzblatt 1922, S. 282).

Auf Grund des § 145 des Strafgesetzbuchs verordne ich was folgt:
Im § 2 zweiter Absatz a Ziffer 1 der Verordnung, betreffend Lotsensignalordnung, vom 7. Februar 1907 (Reichsgesetzbl. S. 27) wird das Wort: "Reichsflagge" ersetzt durch das Wort: "Handelsflagge".

Regulation on the Amendment of the Pilot Signal Regulation, of 10th March 1922 (Imperial Law Gazette 1922, p. 282).

On the basis of § 145 of the penal code I decree the following:
In § 2 second section a number 1 of the regulation, regarding the pilot signal regulation, of 7 February 1907 (Imperial Law Gazette p. 27) the words "imperial flag" are to be replaced by the words "merchant flag".

Second Regulation on German Flags of 5th May 1926

The flag ordinance of 5th May 1926 decreed a change in the State Ensign and provided that at embassies and consulates outside of Europe and at European port cities, the merchant flag be flown along with the Government authorities flag on land.

Zweite Verordnung über die deutschen Flaggen vom 5. Mai 1926 (Reichsgesetzblatt 1926, S. 217).

Die Verordnung über die deutschen Flaggen vom 11. April 1921 (Reichsgesetzbl. S. 483) wird wie folgt geändert:

  1. Im Abschnitt I erhält die Nr. 10 folgende Fassung:
    Nr. 10. Die Dienstflagge der übrigen Reichsbehörden zur See wie die Handelsflagge, darauf, etwas nach der Stange hin verschoben, in den schwarzen und roten Streifen je bis zu einem Fünftel übergreifend, der Reichsschild, den Adler nach der Stange gewendet. Verhältnis der Höhe zur Länge des Flaggentuchs wie 2 zu 3.
  2. Im Abschnitt IV erhält Abs. 2 folgenden neuen Satz 2:
    Die gesandtschaftlichen und konsularischen Behörden des Reichs an außereuropäischen Plätzen und an solchen europäischen Plätzen, die von Seehandelsschiffen angelaufen werden, führen außerdem die Handelsflagge.

Second Regulation on German flags of 5 May 1926 (Imperial Law Gazette 1926, p. 217).

The regulation on the German flags of 11th April 1921 (Imperial Law Gazette p. 483) is changed as follows:

  1. In chapter I the No. 10 is amended as follows:
    No. 10. The service flag of the remaining imperial offices at sea as the merchant flag, thereon the imperial shield, slightly offcentered to the hoist, overlapping into the black and red horizontal stripes each up to a fifth, the eagle facing the hoist. Proportion of height to length of the flag cloth like 2 to 3.
  2. In chapter IV the sect. 2 shall contain the following new sentence 2:
    The legational and consular offices of the empire at non-European places and at such European places that are touched by maritime merchant vessels, use the merchant flag in addition.
