I do not think the flag with the coat-of-arms exists since Strausberg's Hauptsatzung (city's statutes) says that the flag is blue over green. If the coat-of-arms was to appear on the flag, this would have been mentioned, as is the case for other German cities in their Hauptsatzungen.
