It is a blue-white-red horizontal tricolour with centred coat of arms (see left image above) or without coat of arms (see right image above).

Coat of Arms

Shield parted per pale, at dexter Gules a bend Argent charged with a bend raguly Sable with flame Gules, at sinister Argent a cross trefly Azure, base parted per bend sinister dancetty of Argent and Gules.
Meaning:
The red shield with white bend displays the arms of the Bishopric of Regensburg and its chapter. The burning branch in bend is a canting element and alluding to the fact that Volkenschwand was established by forest clearance (Bavarian: Abschwenden) in the Medieval. The cross trefly is symbolising the parish church of the Holy Cross in Gundertshausen. The base is taken from the arms of the Barons of Leibersdorf, who owned the namasake district (Bavarian: Hofmark) until 1523. Their successors, the Barons of Zeller, adopted these arms. They owned the district until 1723.
