Meaning:
The charges are alluding to important business lines as pottery, agriculture and mining. The millwheel is representing the local watermill on the bank of Elster River.

It is a green-white-green horizontal triband with ratio of stripes 1:3:1. The arms are in the middle of the white stripe.

It is a green-white-green vertical triband with ratio of stripes 1:3:1. The arms are in the middle of the white stripe. As source explicitly mentions a cap timber to hang the sheet, there probably only the banner is in official use.
