According to the statutes, red-white-red in proportions 1:2:1, arms in the center stripe. I assume it is vertical like the other Brandenburg counties. The statutes are available (in German) at the county website:

§ 2
Wappen, Flagge, Dienstsiegel
(1) Der Landkreis führt folgendes Wappen: Gespalten und halb geteilt von Silber, Rot und Silber über einem in vier Reihen von Schwarz und Silber geschachten Schildfuß; vorne ein halber gold-bewehrter roter Adler am Spalt mit goldenem Kleestengel auf dem Flügel, hinten belegt mit einem goldenen Krummstab mit vier roten Edelsteinen am Knauf.
(2) Der Landkreis führt folgende Flagge: Die Flagge besteht aus drei Streifen in den Farben Rot-Weiß-Rot im Verhältnis 1:2:1 mit dem Kreiswappen im Mittelstreifen.
