(Kralovske) Vinohrady is a city ward of Prague. The name means "Royal Vineyards".

This page has a big coat of arms and three flag-images.
"The Public Relations Department of Praha 3 Municipal office had informed about approvement of symbols by Praha 3 Municipal Council. It was the coat of arms and the last of presented flag design (green - white - red - white - red). Designer was Dr. Milan Buben, a Heraldist. These eschutcheons were symbols of personalities in Žižkov (Jan Žižka - a Chalice, Charles IV  - Bohemian Lion) and Královské Vinohrady (St. Wenceslas Eagle) arms. But the Representation / Zastupitelstvo rejected thse proposals (So much Petr Blažek, the Press Speaker of Praha 3). So these proposals were (unfortunately) meant very seriously.

This page has a flag horizontally WRWR with on the second white bar three blue 5-pointed stars.
This is a proposal, not meant seriously ("white, red and blue - colours of the US - flag for Vinohrady citizens love of liberty, stars like in Cuban or Iraki flag for their fighting spirit etc"). This site is probably an unofficial site of Vinohradian patriots, because this historical quarter (whole name Královské Vinohrady), once a town outside Prague, is now divided between administrative units (obvody) Praha 2 and Praha 3. A resume of last two paragraphs of article:
"Another great thing would be a design for the symbols of the municipal borough Praha 2. This plan should probably strenghten the identity of this merely administrave unit, made of  four different parts of historical quarters of Prague.They had their historical Arms and flags. As for flag I made my personal proposal  (a scratch:-)  The flag is a derivation of Vinohrady Flag. I have added three stars for the other quarters - so we can use Vinohrady flags fabricated last year, adding mentioned stars."
I have to repeat: Vinohrady itself doesn't exist as a self-governed entity. The administrative boundaries or limits of obvody from 1960 are absolutely "ahistoric" For example a part of Hradčany behind the Prague Castle with architecture of 1930s is still in Praha 6, the rest together with Malá Strana, Staré město, Josefov and majority of Nové město is in Praha 1.

On a map I found on the web one can see that Vinohrady belongs cadastrally to Praha 10 as well, but I found no Praha 10 flag or flag-proposal on this site...
