Description: "Tři podélné pruhy stejné šíře v barevné kombinaci žlutá - černá - žlutá. Na středním černém pruhu je uprostřed stříbrný zvon s černým písmenem „S". Barvy praporu respektují navržený obecní znak, kombinace je doplněna jednou z figur znaku (zvon) vážící se k lidové pověsti o založení obce."

Description: "Znak obce Svinčany tvoří zlatý štít s černou patou. Ve zlatém štítě je doleva hledící kančí (sviní) hlava s červeným jazykem a dlouhými bílými kly. Na černé patě je umístěn stříbrný zvon, uprostřed zvonu černé písmeno „S" (Svinčany)."
