This flag is hidden in a big image on this
site. I can't make out what the shade of blue is...
Odolena Voda is in Praha vychod district, some 10 km north of Prague.

The real color is dark purple and not blue, as seen on its website.
Exner's has it blue with the middle band one third width (which is incorrect).
