The provincial capital, Liberia, whose origins are prior to
1769, also has a flag. In 1769 there was the first historical
references of the settlement and in 1836 it was granted the
statute of city.

According to periodicocomensaje.com:
The flag was designed by Vera Blandón de Rodríguez and adopted on 4 September 1969, taking inspiration from the crossroads in the center of the city that have distinguished it as an important development hub in the country. Over a golden field representing corn, rice, and sorghum when ripe, there is a black "X" shape symbolizing it as the crossroads between, Rivas, Esparza, and Nicoya, defining Liberia's identity greatly especially in the past. In the center is a white circle, reading in its outer ring: "1769 - 1836" in red letters, the year it was founded and the year it became a city, respectively. In the center of the white circle is "LIBERIA", also in red.
