show a black over white flag.
However, the description is on a white over green flag as
follows: "La bandera del Municipio de Ataco está conformada
por dos colores, la parte superior de color blanco, refleja la
pureza y honradez de su gente y la parte inferior de color verde,
significa la esperanza por mejorar las condiciones de vida y
dignificación del habitante atacuno. Este símbolo, fue asumido
desde 1984 con la Asamblea Legislativa del Tolima."

While it does look black and white, it (now) is very dark green, G++, over
white. The flag image is close to 3:5, which results it. (It might be 5:8,
though.)
I've redone this with standard green, and with the same 3:5 ratio as above. (In
other words: I recoloured that one.)
