Overview

Córdoba is a municipality in the Nariño Department. It was founded in 1735 and became municipality in 1944.
The flag of Córdoba (according to the image at the municipal web site) is horizontally divided green over white and charged with twelve stars in the canton. However, according to the description, there should be 33 stars.

The municipality of Córdoba (13,463 inhabitants in 2006, 2,102 in the town of Córdoba proper; 282 sq. km; 2,867 m asl) is located in south-western Colombia, 100 km of Pasto. The municipality includes the Males Natives' Reserve, of the Pasto-Quillasinga family. The municipality of Córdoba was established on 18 May 1911, by secession of the "corregimiento" of Males from the municipality of Puerres Ilevaba. Males was originally founded by a cacique named Males, says the local tradition; the founders of the settlement are said to have left their town in the Guamuez region, destroyed by an earthquake or a spell. The survivors decided to found their new town in the place where a rooster would sing, that is the hillside on the bank of river Tescual where Córdoba is situated.

This image is shown on the municipal website, together with the description given (translated) on the FOTW website. As said on the FOTW website, at the time of the first report of the flag, the image shown on the municipal website did not match the description. It should, accordingly, be moved to a section entitled "Former report of the flag", and replaced with the image of the "true" flag.
The description was also amended, and should be replaced with the following:
"The flag is made of two colours, green and white, forming two parts, with a canton in the upper left* part. White, in the upper part, means peace, tranquillity, unity of the people and good social relations. Green, covering most of the flag, means the agricultural resources and the fertility of the soil and the aspiration to a better future. On the upper left* part are placed 33 orange stars representing the five "corregimientos"** and the 28 " veredas"*** part of Córdoba.
*The original description says "derecha", "right", probably intended to mean "dexter" if we agree with the drawing of the flag - and with the placement of the canton in the upper left corner in most flags.
** The municipal website actually lists six "corregimientos": Arrayanes, Llorente, Payán, San Pablo del Bijagual, Santa Brigida Tequis and Santander.
***The municipal website lists 27 "veredas": Afiladores, Bijagual, Chair, El Carmen, El Palmar, El Placer, El Quemado, El Salado, El Volteadero, Guitungal, La Cumbre, La Ensillada, La Florida, Las Huacas, Mirador, Muesmueran Alto, Muesmueran Bajo, Pueblo Alto, Pueblo Bajo, Quebrada Blanca, San Francisco de Payán, San Francisco de Yungachala, San Juan Chico, San Pablo de Payán, Santa Brígida, Tandaud and Tequis.
A color photo of the flag (street parade, 18 May 2008) shows that the stars are arranged in diagonals of 2, 5, 6, 7, 6, 5 and 2 stars.
Another photo shows the flag hoisted in the (former, jailed) Mayor's office. On that flag, the stars seem to be arranged in a more regular pattern.

"The flag of the municipality of Córdoba is made of two stripes of equal height and of colours green and white. The upper left part of the flag is charged with 33 stars.
Green symbolizes fertility and richness of the soil of the municipality, the beautiful landscapes and the exquisite topography that made of this municipality one of the richest in natural resources.
White symbolizes kindnessand cordiality of the villagers.
The 33 stars represent each of the 33 "veredas" forming the municipality."  
In the Colombian administrative system, a "vereda" is a settlement within a "corregimiento", itself a subdivision of a municipality ("municipio"). The "veredas" represented on the flag of Córdoba are listed as Afiladores, Bijagual, Chair, El Carmen, El Palmer, El Placer, El Quemado, El Salado, El Volteadero, Guitungal, La Cumbre, La Ensillada, La Florida, Las Huacas, Llorente, Mirador, Muesmueran Alto, Muesmueran Bajo, Pueblo Alto, Pueblo Bajo, Quebrada Blanca, San Francisco de Payán, San Juan Chico, San Pablo de Bijagual, San Pablo de Payán, Santa Brígida and Tandaud. The lists contains only 27 items.
