I must stress that this source is a poor indicator of the
actual proportions of the municipal flags. Some flags are just
annexed to the Coat of Arms in a square proportion. Two of these
flags were presented previously in a 1:2 proportion. Many
of these flags could be such. I think it will be wise to
place a note that indicates that the true proportions of these
flags could be 1:2 also.

"La Bandera - El acuerdo No. 017 de septiembre 16 de 1960
adoptó oficialmente esta insignia municipal, cuyo autor es el
médico José María Cataño Piedrahíta.
La bandera de Victoria está constituida por dos fajas
horizontales de igual ancho. La superior es de color verde, con
un cuadro blanco junto al asta. En el centro de este cuadro hay
una estrella azul de cinco puntas. La faja inferior es roja.
SIMBOLISMO: En el color verde están
representados su enorme potencial agrícola y su firme esperanza
en un futuro de progreso y esplendor. El color rojo simboliza la
sangre ardiente de sus hijos y su denodado, espontáneo y tenaz
amor a la libertad. El color blanco, su magnífica ganadería, su
acendrado amor a la paz y su tradicional cultura. El color azul
simboliza su agradable clima, la pureza de sus cielos y la
límpida transparencia de sus aguas. Las cinco puntas de la
estrella representan las principales corrientes de aguas que
surcan suterritorio: Guarinó, Casanguilla, Purnio, Doña Juana y
La Miel."
