Overview

Soatá is a municipality in the Colombian Department of Boyacá, part of the the subregion of the Northern Boyacá Province. The Soatá term in Chibcha language means farming of the sun. Its inhabitants came from the mix of chibchas, Caribbean and choques. Soatá was founded by sergeant Juan Rodriguez Parra in 1545.
The flag of Soatá is horizontally divided gold-blue-silver-red.

Translated from municipal web site:
"The following flag was adopted as the official flag: Four horizontal stripes of equal size, with the colours gold, blue, silver and red, which are the colours of the shield. The flag shall always be one third longer than high."
If I read correctly, the flag should be in proportions 3:4.
Regarding the coat of arms:
"Shape: The shield has the shape of the national, divided per fess with the chief divided pervpale and a border.
Dexter canton fo the chief: Or, representing the nobleness of the inhabitants, charged with an orchid proper, as the most emblematic flower of Colombia.
Sinister canton of the chief: Argent, representig the soil resources, charged with a date palm proper, symbolizing the town.
A rising sun crowns and separates the two cantons of the chief, representing the native tradition of the "plowing by the sun", once called "soatá".
Lower canton: Gules, as a tribute to the historically ascertained contribution of its son Juan José Rondon to the battle of Vargas on 25 July 1819, representing the courage of the inhabitants [...].
In the center, crossed and holding two lances argent, the arms of the patriots from Soatá and Llanero (?) [...]
Border: Azure, representing the belliquous spirit of people maintaining its ancestors' traditions.
In sable, the writings "Soatá" on the upper part of the border and "Ciudad del Dátil" (Town of the Date) in the base of the border."
On 25 July 1819, Colonel Juan José Rondón (1790-1822), member of the patriots' army, together with 14 lancers, repelled the Spanish army in the Vargas Swamp while the patriots' troops were about to lose the battle.
