There has not been any evidence of existence of these flags, but I've found two interesting images displaying flags of 'delegates' on
national sporting events held in China.

National Winter Games: The 11th National Winter Games was held in Qiqihar in
Northeast China's Heilongjiang Province from January 18 to 28. (Xinhua Photo)
There are at least 24 different flags in hands of delegates' representatives
behind young girls holding tables of names. I can't read Chinese characters to
indentify them.

Flags of the delegations to the upcoming China's 11th National
Winter Games are seen in Qiqihar, northeast China's Heilongjiang Province on
Jan. 15, 2008. The National Winter Games will hold opening ceremony on Jan. 18
here, with its ice and snow sports games will be held respectively in Qiqihar
and Yabuli ski ground in Heilongjiang. (Xinhua Photo)
I think this picture was taken at the same sport event. Most of the flags are
unicoloured (in various colours) with Chinese inscriptions or emblem. The
inscriptions are possibly names of delegates (provinces, regions, cities or any
other entities?)

I could only open this photo. My wife told me, on the signs are the names of
cities, not of provinces, so maybe the flags are city flags or flags of the
universities/sport academies of the sportsmen.
