Another official photo, of 2008 (the Wikimedia Commons photo [https://commons.wikimedia.org/wiki/File:Regional_flags_of_Chile_in_the_National_Congress.jpg], as mentioned), shows it with text. Looks like both version have had use, either texted replacing textless somewhen in 2006-2008, or, more likely, both versions coexist.
