Azure a Castle embattled and towered on dexter issuant from a Semi Annulet all Argent.

[Oldest city seal (1225) and third city seal (1483). The tower on the left on the seal from 1225 stands for the castle of the Zähringer dynasty, the founders of Fribourg, who are also indicated with the Zähringer eagle on the right. The higher part of the wall symbolizes the fortification of the upper city, the lower part stands for the fortification of the lower Au quarter. On the seal from 1483 the imperial eagle indicates imperial immediacy, which Fribourg had received in 1478. (source)]
