This item is a 1919 Province of Ontario, Canada, Prince of Wales Honor Banner. See attached news article from The Toronto World, 8 November 1919, page 2. The article refers to possible augmentation of the banner by the addition of “crests” to be added when certain goals are overcome. The crest referred to looks like this:
