Although it is not fully visible in this
photo, it seems that the flag is white with
three vertical stripes - red-white-red on both ends, and the regional emblem
in the middle.

The hoist definitely is red-white-red, and there's also red on the fly.
However, it might be sort of like the Nunavik flag, which, according to the
drawing by Jean-Marc, differs on the hoist and fly
ends.
